Do you need a permit to build a pool in Switzerland?

In Switzerland, building a pool is governed by cantonal and municipal law. The rules therefore vary from one canton and one municipality to another, and this article gives general guidance: for your specific project, we always check the local requirements with you.
The general rule: a permit is most often required
In the vast majority of cases, an in-ground or partially in-ground pool is considered a construction and requires a municipal building permit. Depending on the canton, the procedure can be full or simplified (sometimes called a « minor-importance procedure ») for modest pools.
Conversely, a small above-ground, dismountable pool is often exempt from the permit requirement, but not always, particularly if it stays installed all year round or exceeds certain dimensions.
What the municipality generally looks at
- The distances to the boundaries of the plot and to neighbours.
- The footprint and volume of the pool and its surroundings.
- The integration into the site (protected zones, development plans).
- Water drainage and the technical room.
- Sometimes, the safety devices (barrier, cover).

An overview by canton
As a guide (and subject to municipal regulations):
- Vaud: municipal permit required for a fixed pool; procedure sometimes streamlined for small pools.
- Fribourg: building permit generally required for an in-ground pool.
- Geneva: permit required, with particular attention to land-use planning.
- Neuchâtel & Valais: municipal permit, depending on size and siting.

How long does the procedure take?
Once the application is filed, the processing time generally ranges from a few weeks to a few months depending on the municipality, the complexity of the project and any objections. It is therefore best to anticipate it in your pool's timeline.
